*/ruby: Switch DEFAULT to 3.2 

BREAKING CHANGES:
www/redmine50 will stop working. At the moment there is no redmine 5.1.X
in the tree. So users of redmine should utilize the following in their
relevant make.conf file:
DEFAULT_VERSIONS=ruby=3.1
