textproc/html2xhtml: Improve port

- Replace PORTVERSION with DISTVERSION.
- Add LICENSE_FILE.
- Remove GNU_CONFIGURE_MANPREFIX.
- Move USES before GNU_CONFIGURE - warning from portclippy.
