lang/gcc11-devel: switch to LTO bootstrap

Following successful builds of lang/gcc12-devel on amd64, i386, aarch64, powerpc
and powerpc64 and lack of actiol from toolchain@, switch lang/gcc11-devel to
LTO as well.
