devel/cook: Mark BROKEN

- Fails to build with:
  a space character is not allowed in an escape sequence parameter
- Add LICENSE GPLv3
- Utilize USES=localbase
- Mark DEPRECATED as upstreeam last release was in 2008 and upstream
  site is vaporized
- Set EXPIRATION_DATE to 2023-12-31
- Refresh patches
