textproc/py-pyscss: Update to 1.4.0

* Make port concurrent safe as some scripts are installed outside
  of Python's site-lib directory.

* Update test suite and switch to newer devel/py-pytest.

* Strip binaries and pet portclippy to level up port compliance.
