graphics/vulkan-caps-viewer: Improve port, take maintainership

- Replace GH_TUPLE with BUILD_DEPENDS from graphics/vulkan-headers.
- Sort USE_QT.
- Fix warnings from portclippy.
- Add ignore tag sdk_2023_1 for portscout.
- Align options.
