Selected upstream changes:

 - go/tools: add check for time formats with 2006-02-01
 - go/callgraph/vta: do not assume that recovers cannot be deferred

 - godoc/redirect: delete golang.org-specific code
 - x/tools: update go.mod following moving LSP code to x/tools/gopls
