net/freeradius3: unbreak build after 18c6e182 (+)

Changes in framework need adjustment for declared options.

*_USE=ruby now became as *_USES=ruby

Also removed obsoleted 'Created by  Ryan Steinmetz <zi@FreeBSD.org>'.
