databases/cego: update 2.51.7 -> 2.51.8 

- Added check script check119.sql to verify grammar expansion
  for stored procedure condition
- CegoAction::procArg1() and CegoAction::procArg2() to check
  duplicate parameter names
- Added check118.sql to demonstrate explicit table locking for nested
  delete operation within a cursor loop
