lang/gcc11-devel: Update to the 20210717 snapshot of GCC 11.1.1

This brings four back ports for the x86 back end, one for powerpc,
15 for the tree optimizers/middle end, one for the Fortran front end,
ten for C++ and seven for libstdc++.
