mcollective: Mark DEPRECATED and set EXPIRATION_DATE

* Mark sysutils/mcollective as DEPRECATED and set EXPIRATION_DATE to
  2023-06-30. It is BROKEN with all supported Ruby versions after the
  removal of lang/ruby27.
* Also mark dependencies as DEPRECATED and set EXPIRATION_DATE.
* While here, mark sysutils/mcollective as BROKEN with Ruby 3.2 and
  3.3.
