devel/py-breathe: add NO_ARCH, misc' cleanups

- add NO_ARCH, no binary parts inside
- make portlint clean
  - recode pkg-descr to pure 7-bit ASCII
  - revise COMMENT
- rearrange and reformat Makefile with portclippy/portfmt
- consequentially, bump PORTREVISION
