Store endorsements and tags together · 0398e86e

This moves the ORCID sign-in flow to _after_ tagging, and hence
also only sends the endorsement after tagging. This tested well in
UX research and did not appear to immediately lead to a drop-off
in endorsements. This makes the sign-in less confusing, and saves
us an HTTP request. The disadvantage is that the extra step _might_
lead to more drop-outs, but we'll have to measure that. My theory
would be that the primary hurdle is the ORCID login, and hence an
extra step might make the user more committed to the endorsement,
and hence more likely to look up their ORCID credentials.
