Update !whois command

• !whois command return KOS match if there is one, if there is no match, based on allegiance or known squad, report the player to KOS leadership. (Friendly or not)
• If allegiance is imp (no known squad), ask the user if they want to add it (or not) to KOS with the green - red reaction emote under the message. Then it gets automatically reported to leadership.
• If there is no result on KOS and Inara, propose to add to KOS as well.
