Snipe Sheet - Spec Ops Commands

• Mimic um commands but for high secure channels.
• Linking a safe sheet to it that only a few can read. (leaders and spe-agents)
• Giving special perms to some users to access those "snipe" commands.
• Automated ping for people holding merits (24h - 12h - 1h before tick)
• Only available on snipe channels.
• Reminder of the max bounty allowed to stay undetected. (based on manual imput / sheet variable)
