Add automatic role system

This was requested, bit more info needed.

Generally speaking allow for designation of roles automatically by bot TO users who post some proof of a feat or meet some criteria.

Changes Required:

• Clarify exact support needed.
• Add storage for roles, their triggers and so on.
• Add some ability for owner of server to set both the triggers and what role is given once trigger reached.
• Once achievement is detected, send a message to leader team with the proof of it. They can accept or reject the achievement with a click. (like KOS addition on FUC)
