Add Achievements To Bot

Allow achievements to be set on certain triggers related to operations carried out, be it fort, um and other activities.

This involves:

• Storing achievements per user entered into bot in a persistent manner. A database with discord ID + achievements linked to it.
• Mechanism to hook any part of bot for these achievements.
• A way to easily and without disrupting the db easily add newer achievements as desired.
