Traffic per node

I would like to know if it's possible to use differentiated traffic per node or per node pair. This means: If I have a network i.e. DT-14, the traffic that is comming out of Berlin is not the same that the traffic that is coming out of Ulm. Or in other scenario, the traffic that is being send between Munich and Berlin is not the same as the traffic being send between Bremen and Leipzig. Thank you very much beforehand.
