The TRANSCRIPT env variable used by anno.sif is overwritten at retry

This is caused by an error in ella-anno, that has already been applied to ella-anno dev by issue 174, but not currently in prod.

For anno.sif versions currently in production, the following hack is introduced to avoid crash of steps CI when annopipe.nf is forced to restart due to other errors.

This fix should not be merged into vcpipe main
