The first type has no impact, as those functions are only called after a cache rebuild of Drupal. The second type is fetching all the partial '.theme' files and requiring them after the compony.theme file. Effectively making each partial in php loaded in on every page, just as if those functions from those partials would be written in the theme-specific compony.theme file.
