Find a second "contact for Code of Conduct"

Inspired by #84 (comment 246114868) it would be good to find another Contact for Code of Conduct.

This would mean that a person that is being harassed would be more inclined to contact someone that is not a dude for example.

This would need to be someone that has some experience in handling conduct, or is willing to learn.
