Create helm chart in this repo

Instead in the https://gitlab.com/CodethinkLabs/lorry/lorry2-e2e

That way, we can create the chart when new changes happen, then testing it in the other repo with a child pipeline to validate

• CI to create chart is moved here
• CI in https://gitlab.com/CodethinkLabs/lorry/lorry2-e2e is changed to adapt to above change as needed)
