ClearURLs breaks some functionality in the Spanish public employment website

Hello.
In the Public state employment service from Spain (SEPE), some options are beyond the use of user certificates/electronic IDs or other options, but the links what allow those options, with ClearURL installed, don't work because It cleans the URLs.
Steps to Reproduce
For example:
- Go here https://sede.sepe.gob.es/GesUsuariosSEDE/GestionUsuariosTrabajaWeb/login_recurso_protegido.do?acceso=ciudadano&CSRFFormToken=null&GAREASONCODE=-1&GARESOURCEID=DServiciosPrestanetWEB&GAURI=https://sede.sepe.gob.es/DServiciosPrestanetWEB/TipoAutenticadoAction.do&Reason=-1&APPID=DServiciosPrestanetWEB&URI=https://sede.sepe.gob.es/DServiciosPrestanetWEB/TipoAutenticadoAction.do,
- Use any of the the left box with two links ("Acceso para Personas"). I used the second as is the one I found the issue.

Expected behavior:
Both the URLs go to an option to choose the electronic ID/user certificate/whatever. Note that you don't need to have anything, as It's here in this site where you need to choose one.
Resulted URL: https://pasarela.clave.gob.es/Proxy2/ServiceProvider
Actual behavior:
It shows an website error.

I know other ones noted this already in several issues/feature request, but a Blacklist/Whitelist exception list should be cool to use in these cases, also if that option goes with a more verbose info from the addon of what exceptions or rules is using when is blacklisting or whitelisting by itself with the rule data.
