Switch to python 3.8 as minimum supported version
Python 3.8 would allow nice features (f.ex.: @final from typing, backports.strenum, ...)
But we also try to support as the minimum version a python version that is readily available as native package for the (long term) supported main linux distributions.
After switching also the documentation will need to be updated.
