Implement PlusXCLI class

Implement a command line front end to the PlusX class, allowing equivalent functionality to the two existing GUIs.

Should also be able to process command line arguments for integration with automated build deployment. At minimum, it should take an archive path, and a list of files to be given +x. Perhaps also allow +x to be removed from specified files.
