Tag v0.4 on current master HEAD?

Hi,

I just remembered that I had a WIP Mageia distro package for this game that I hadn't finalized yet for some reason. Since there were two commits since v0.3 included a number of gameplay adjustments, would it be worth to tag it as v0.4 so that I use this as a base for my package?
