Specifically, Step 3 and Step 4 are essential for setting up the host and should be part of the setup process. Verification steps should only contain actions necessary for validation.

Suggestion: Remove step 2 and move step 3 from the verification section to the setup section. Verification steps should focus solely on validation actions.

Impact: Without reloading the TDX module, TDX will not launch, leading to potential configuration issues. This change will ensure users configure their systems correctly.
