Enable native RISC-V builds in CBS Koji

The CentOS ISA SIG would like to start building RPMs from c10s dist-git in CBS Koji for the RISC-V architecture (riscv64, variant rv64imac-lp64). This needs racking of the builder hardware (we are interested in native builds only), and the builders need to be integrated into the environment.
