bump git-crypt rpm package in infra tags

We are relying on git-crypt to encrypt gpg repositories (and/or secrets hosted in some git repositories) A new release (https://github.com/AGWA/git-crypt/releases/tag/0.8.0) fixes the openssl3 build option (for which we had a patch/workaround in place)

We should just rebuild it through infra tags (for el8/el9/el10) and also migrate the git repo under https://gitlab.com/CentOS/infra/rpms
