Requesting ability to target RHEL build roots for Hyperscale

Hyperscale packages are currently built only against CentOS Stream; these are sometimes not installable internally at Meta because the internal snapshot is still on some older dependencies.

It's an especially acute problem for packages we build via automation and then import for integration testing, e.g. systemd - as these are built daily.

Could we get some additional tags that use RHEL X.Y buildroots instead? If it's too much of a trouble to enable it for all our tags, maybe create them for the latest RHEL 9.y candidate and testing tags first.
