migrate zabbix CI proxy to AWS

due to upcoming DC move, the existing CI VLAN in rdu2 will be powered off (and not migrating to new RDU3) So almost all existing VMs/services still running in RDU2 need to be migrated to AWS. That included the dedicated zabbix proxy that gathers info from other EC2 instances (actually going through the dedicated site-to-site vpn tunnel between CI in rdu2 and VPC in AWS) Migrating zabbix proxy there would make sense and reflecting that through zabbix inventory
