rebuild selinux-policy for el10 into infra tags

While pre-validating our roles for CentOS Infra against stream 10, we discovered that we needed newer selinux policy to have access to selinux-policy-targeted-extra (to cover things initially removed, like zabbix_t) It was all working but now when willing to apply same role on vanilla RHEL10.0 (we guess newer selinux-policy pkg will land in 10.1 with the new sub-pkg for -extra), it fails to find corresponding pkg.

We can just (re)build upstream stream selinux-policy pkg into infra tags to then unblock deploying RHEL10 for new DC
