[SN#1309] fixing infra repo dependency for el 9.3

There was a rebase in el9.3 for ncurses package and we need to satisfy the ncurses-compat-libs pkg (needed by one of our raid hba monitoring tool) that is unreleased in el9 repo (so have to rebuild it in infra tags)
