Revisit charging control

Summary

We've wanted this for a long long time, and we've benefitted from all the LineageOS work here, but there's been bugs (as with any software), which we need to look into.

While we do that, we want to provide a better user experience, and at this point, it may be without this rather than with.

Details

Steps:

1. For 6.6.22-2 and following, stop building the Lineage health HAL, to completely
2. If charging control if off / not configured, it shouldn't affect anything.
3. Start looking at and fixing the various bugs reported, both downstream and upstream. Typical upstream first development process to be followed.
4. Slowly start enabling this for some devices before a wider rollout. Can do longer betas.
