microG is visible by other apps but not in Settings when it is disabled

Brief description of the issue
When choosing to not enable microG in the setup wizard, while microG cannot be found in Settings > Apps, it can be found by other apps.
Steps to reproduce
- Create a profile
- Do not select microG
- Check Settings > Apps (with "Show system" on)
- Check APK Explorer from F-Droid
Expected result
microG is completely invisible and showing as not installed to other apps
Actual result
microG is disabled but visible to other apps, except by the user on Settings.
