VPN restricted apps connects when restoring the phone data on another profile or device

Device: Moto G52
CalyxOS version: 5.9.0

Brief description of the issue

The firewall configuration keeps on the restore, but don't works. Apps configured to just connect to the internet when using an VPN (mobile data and wi-fi disabled), begins to leak in non-VPN connection, leaking the IP address and every other query of information to the app server.

Steps to reproduce

Create backup with an VPN restricted app > Try to restore on another profile (on another device I don't know of the bug appears) > Open this restricted VPN app
