"Tap to install" in Setup Wizard's Restore phase opens Chromium to the Play Store instead of a usable installer

Brief description of the issue
At the Restore step of the Setup Wizard, F-Droid Basic and Aurora Store are not available, so when restoring apps, if the "Backup apps" option to "back up apps themselves" was turned off, the user is told "App not installed" for the app. This is expected. However, tapping this entry opens Chromium to the Play Store page for the app, but of course the Install button there doesn't do anything, so there is nothing useful that can be done.
Steps to reproduce
- Create a Seedvault backup with "Backup apps" turned off.
- Attempt to restore the backup in a clean installation of CalyxOS.
- Tap to install the apps that failed to restore.
Expected result
Can choose to open in F-Droid Basic or Aurora Store to install the missing app.
Actual result
Chromium opens to the Play Store page for the app, if any. "Install" doesn't install the app.
