(Garlic level) Work profile can be removed in Safest, removing restrictions

• Do not allow the Safest profile to be removed from Settings, etc.
• Bellis itself allows removing the Safest profile, so if we use a policy to prevent this, we need to be sure to prevent it from Bellis, too.
