Allow toggling SUPL

Summary

It'd be on by default, but have an optional toggle to turn it off.

Need to see how hard it would be to add a toggle for this - Lineage Settings, or AOSP if need be.

Need to see how bad GPS is without SUPL, both with and without microG. A quick patch for a toggle would certainly make testing this easier as well.
