Pixel 4: biometric face unlock broken in Android 13

I had face unlock/data set on Android 12 before the update.

After the update it shows me an error "too many tries, unlocking via face unlock was disabled." or so (German system, just translated) when any app or the lock screen tries to make use of it.

The settings for face unlock work again now.

Note I have the gut feeling it may be related to safwtynet working now? (I also enabled it after #1170 (closed) was fixed, but I don't know the details so I may be absolutely off.)
