[New Device Request] Add Support for Thermaltake TOUGHFAN RGB

Hello,

I am formally requesting support for a new device: the Thermaltake TOUGHFAN RGB.

This request is being created because previous attempts to get support were based on the mistaken assumption that these fans are identical to the already-supported Riing Quad or SWAFAN models.

While the TOUGHFAN RGB connects to the same family of "TT RGB PLUS" controllers, the fans themselves behave differently and require specific, unique commands to operate. The existing "Riing Quad" driver in OpenRGB is not sufficient for the TOUGHFAN RGB and does not work correctly.

I have been working with DrNo on the OpenRGB Discord to troubleshoot this, and we have determined that a new USB packet capture is necessary to reverse-engineer the correct protocol. I have the hardware and am ready to perform the necessary captures with Wireshark and provide the data needed to add proper support for this device. also what happened to DrNo? he has stopped replying to the thread on the OpenRGB discord.

Please let me know how to proceed or what information is needed from my end to get this device supported.
