feature: Move feature page to feature_page-1.2.md

This allows for future feature pages to be created with the same naming convention but still have the latest feature page with the slug feature.

Historical feature pages can have the slug feature-x.y which will make them accessible at buildstream.build/feature-x.y.html

This prevents the need to move the feature.md file to feature-x.y.md every time a new version of buildstream is released.
