Reinclude OSTree plugin dependencies for source installation

The OSTree plugin moved from core before the docs were split (to bst-1.2 and master). Thus these docs (for 1.2) did not include instructions informing the user to install the relevant system dependencies of the OSTree plugin.

I basically reverted some of the changes from: 0f8b53fc
