2018 Monthly IRC Meetings: agenda and logs

Background

The BuildStream commmunity organises a monthly meeting through IRC to ensure users and contributors can get together and listen to each other. Each meeting uses the debian meeting bot to capture logs which needs to be published on the GNOME wiki. The same applies to the agenda.
