Roadmap definition and management proposal

Background

In order to approve a policy to define and manage the Roadmap in BuildStream, a proposal needs to be created and discussed.

Task description

The following actions need to be carried out:

• Create an initial proposal for the roadmpa process to evaluate buy-in.
• Send it to the community mailing list to get feedback.
• Develop a detailed proposal.
• Implement a demo in order to provide a view of how it would look like.
• Send it to the mailing list for feedback.
• Add the final document to the current policy.
• Implement it.
• Get feedback during the BuildStream GAthering 2018.
• Include it in the policy document.

After the roadmap is implement it, add it to the website.

This topic was not coverder at GUADEC since we focus in more urgent points.

The proposal sent by @willsalmon to the BuildStream mailing list is an example of how broken our system is:

• After several proposals through tickets and discussions in different channels and forum, a proposal is sent to the mailing list that covers several tickets.
• The proposal includes references to the affected tickets which is a very good thing.
• The referred tickets do not include any reference to the proposal so they seem idle for a long time.

The roadmapping proposal needs to consider that the mailing list is the starting point of any discussion but not be the bext place to start a discussion that superseed others since keeping track of the previous discussions and affected tickets might be, like in this case, quite difficult. We might need to have a specific process for these cases and a template for the mailing list.
