Modify the milestones numbers

Background

In order to follow the GNOME convention on milestones, we need to change the numbering of the current milestones from v1.1 and v1.3 to v1.2 and v1.4

Task description

The following actions need to be executed:

• Change the milestone name v1.1 to v1.2
• Change the milestone name v1.3 to v1.4
• Change the buildstream group boards names
• Change the buildstream repo boards names
• Change the nosoftware subgroup boards names
• Change the communication repo boards names
• Change the alignment repo boards names
• Change label templates in buildstream
• Change label templates in nosoftware projects.
