BuildStream policies

Background

in the same way that code policies are published in the BuildStream documentation, we need to create a policy document related with non-codign related topics, like the usage of gitlab.

Task description

Create a draft of the BuildStream policy including the following:

  • Gitlab elements description, taking as a based the proposal already published on the mailing list.
    • Improve Severity scale and values description.
    • Improve the description of the Impact scale and values.
    • Add the new label: newcommers.
  • How to create:
    • Task.
    • Bug.
    • merge request
  • How to update
    • Task.
    • Bug.
    • merge request
  • How to review and close a ticket.
    • Bug.
    • Task.
  • Link to code policies.
  • Send the proposal to the mailing list.
  • Publish it on the GNOME wiki
    • Publish it under a How to Contribute page.
    • Make reference to avoid changing the wiki page but to create a MR to the .md doc in gitlab.
  • Describe that the defailt template is the bug template in the buildstream repo, but not in others.
