commands/bst.py: Changed conversion to use variables instead of config

Instead of composing `configure-commands` directly, just use the
new `conf-local`, `cmake-local` and `meson-local` variables respectively,
to apply the configuration flags for converted elements.

This just makes the conversion nicer overall, using the defaults as
much as possible and avoiding too much customizations in the yaml.
