Add default permissions when adding to CAS and when linking files

Description

The MR resolves issues of not being able to build elements that use the Docker source plugin.

Changes proposed in this merge request:

  • Ensure all files added to CAS have read access. EDIT: This task should be delegated to elements.
  • Ensure that when files are being copied using utils.link_files, the destination folder temporarily has write access.
