WIP: tests: Change HAVE_SANDBOX to fail on windows/OSX

Description

Changes proposed in this merge request:

  • HAVE_SANBOX is False when on Windows and OSX.
  • If it were True, integration tests will be attempted but will fail due to non-functional sandbox
